Do you do animated commissions?

No.

Animated commissions are outside of my comfort zone, if that changes in the future I will state it.

Do you give refunds?

Yes.

There are refunds for specific circumstances which are listed in more detail in the Terms of Service.

How to submit a commission?

For this you simply will head over to the Contacts tab at the top of the webpage, and use one of the contacts listed there.
Once you do this, you will need to view the Commission Pricing to see which type of art you are wanting to commission, and provide accurate references of what you are wanting.
